Buckinghamshire Council has confirmed a new provider for civil parking enforcement across the county as part of plans to modernise the service and improve consistency.
The new arrangements are intended to support the council’s parking strategy by providing a more reliable service aimed at keeping streets safe, accessible and fair for residents, businesses and visitors. Under the contract, APCOA will operate an intelligence-led enforcement model, deploying Civil Enforcement Officers to locations where they are most needed. The approach will be guided by an agreed enforcement plan setting minimum service levels across the county seven days a week. Technology will play a larger role in the service, including unattended CCTV cameras and Automatic Number Plate Recognition (ANPR) systems fitted to enforcement vehicles to identify moving traffic and parking contraventions. The council said day-to-day car park maintenance and back-office administration will remain managed in-house. Steve Bowles, cabinet member for communities at Buckinghamshire Council, said effective enforcement helps keep roads functioning properly. “Good parking enforcement helps everyone – it keeps our roads safer, protects access for residents and businesses, and supports our towns and villages to run smoothly,” he said. “Bringing APCOA on board means we can deliver a consistent, modern service right across Buckinghamshire, with the capacity and technology to focus on the places that need it most.” He added that income from parking supports wider transport services, environmental improvements, car park operations and maintenance across the county. Kim Challis, regional managing director at APCOA UK, said the company looked forward to working with the council. “We’re pleased to be partnering with Buckinghamshire Council to deliver a consistent and modern parking enforcement service across the county,” she said. “By combining experienced officers with smart technology, we look forward to supporting safer, more accessible streets for residents, businesses and visitors.” Preparations for the new system will begin immediately, with the service expected to go live on 1 June 2026. The council said further updates will be shared with residents later in the spring.
