Mark Pleace, aged 53, of Topaz Lane, Berryfields, Aylesbury, will appear before High Wycombe Magistrates court tomorrow (3/5).
Thames Valley Police say Pleace intentionally exposed himself in a way that cause alarm or distress.
The charges relate to two incidents in the Berryfields area and one incident in the central Aylesbury area between the 30 April and 1 May.
He remains in police custody ahead of Saturday's court date.
