Risk of pollution 'unacceptable' says Environment Agency on film studio plans

The Environment Agency has recommended that planning permission is refused for the proposed new Marlow film studios.

The new studios would cover 89-acres of protected greenbelt land just off the A404 Westhorpe roundabout.

The project has raised significant objections in Marlow itself, with a protest group called ‘Save Marlow’s Greenbelt’ forming in response to the plans.

The published plan on Buckinghamshire Council’s website currently has 678 objection comments.

Now the Environment Agency (EA) has dealt a further blow to the developers. It has recommended planning permission is refused on two grounds.

Firstly, it states: “We object to this development because the risk of pollution to controlled waters is unacceptable. The information submitted does not demonstrate that the risk can be mitigated. We therefore recommend that planning permission is refused.”

EA adds: “This planning application has therefore failed to meet the requirements of paragraphs 174 and 183 of the National Planning Policy Framework.”

The second reason given for recommending planning permission is refused reads: “We object to the development due to its potential impact on eutrophic standing waters and the Westhorpe Watercourse. Insufficient information has been provided to assess the risks posed by the proposal on these habitats of principal importance, and insufficient details of mitigation, compensation and enhancement measures have been submitted to address any risks identified. We therefore recommend that planning permission is refused.”

A Marlow Film Studios spokesperson said: “As part of the planning process we have noted the response form the EA and look forward to continuing our discussions with them around the scheme.”

On their website, Save Marlow’s Greenbelt says: “The lakes and waterways in and around the proposed site, provide a vital lifeline to the flora and fauna reaching far and wide.

“They also serve us as sources of water and leisure. The risk of pollution and loss of habitats far outweighs any proposed or possible site mitigation.

“Hopefully, this important agency objection will further boost the numerous objections to ensure Bucks Council make the right decision when considering the application.”
