Man sentenced for breaching CBO in Buckingham

A man has been sentenced for breaching a Criminal Behaviour Order in Buckingham.

Jack Pounder, aged 24, of no fixed abode, was ordered to pay an £80 fine and a £32 victim surcharge after pleading guilty at High Wycombe Magistrates’ Court on 12 April.

Pounder was given four-year Criminal Behaviour Order (CBO) after pleading guilty to seven counts of fraud and one count of theft with aggravated circumstances in a hearing at Aylesbury Crown Court on 3 April.

The CBO prohibits him from entering Buckingham town centre as defined by a map provided to him and bans him having any open vessel of any alcoholic beverage in a public place unless customer at a licensed premises.

Despite this, officers found Pounder in North End Square without reasonable excuse eight days later on Thursday 11 April, thereby in breach of his CBO.

Pounder was subsequently arrested, before appearing at High Wycombe Magistrates’ Court the following day.

The fraud and theft charges relate to an incident on 18 September last year. At around 1.30pm, Pounder loitered around a man in his seventies as he withdrew some cash from an ATM in Market Square and entered a shop.

When the victim left the shop, Pounder followed him to his van and stole his wallet from his shorts pocket and ran off. Pounder then proceeded to use the victim’s cash and cards in multiple establishments.

Pounder also dumped the wallet, which held prize possessions belonging to the victim, down a drain. Fortunately, the wallet was later recovered by the investigating officer and was returned to the victim.

Pounder was arrested on 4 October last year and was charged the following day.

Investigating officer Detective Constable Emily King, from the Aylesbury Vale Priority Crime Team, said: “I am pleased that Jack Pounder has been put before the courts and sentenced for breaching his Criminal Behaviour Order.

“This CBO should stop his offending and will prevent him from entering Buckingham and drinking alcohol in public.

“Should he breach the CBO conditions again, or commit any other offences, he will be brought back before the courts.

“Pounder was rightly given a CBO having meticulously targeted a vulnerable victim, and his prolific offending has had a detrimental impact to the community in Buckingham.

“I am pleased that Pounder was convicted of these despicable crimes targeting those most vulnerable in society.
