Buckinghamshire Council sells Queen Victoria Road site

Buckinghamshire Council has confirmed the outcome of its competitive tender process for the Queen Victoria Road (QVR) site in High Wycombe, by selling to Buckinghamshire Healthcare NHS Trust.

This decision represents a significant milestone in the council’s ongoing regeneration plans and strengthens the presence of key public‑service institutions in the town centre.

Following a competitive tender process, this proposal is the strongest overall option, offering long‑term public value, financial robustness and clear benefits for the town centre. The Cabinet decision strengthens High Wycombe’s role as a hub for public services and supports the council’s wider ambitions for regeneration and town centre renewal.

The Buckinghamshire Healthcare NHS Trust stated there is no intention to change the building’s historic façade, protecting an important part of High Wycombe’s architectural heritage while enabling modern redevelopment behind it. The proposal also supports the potential delivery of new homes, contributing to essential housing growth in the area.

The QVR site was marketed after a detailed review concluded that the building was under‑utilised and no longer suitable for its operational needs. With council services due to relocate to the refurbished Denmark Street building, QVR offered a prime opportunity to provide greater benefits for residents and the wider community, while supporting regeneration in the town’s Eastern Quarter.

Buckinghamshire Council Leader, Steven Broadbent, said:

“This is a hugely positive outcome for High Wycombe. Accepting Buckinghamshire Healthcare NHS Trust’s offer brings lasting community benefit, protects the building’s historic frontage and supports our wider regeneration and housing ambitions.  Importantly, it ensures value for money for residents and secures the right long‑term use for a prominent town‑centre site.  This decision strengthens our vision for a vibrant, welcoming and well‑connected High Wycombe”

Raghuv Bhasin, Chief Executive of Buckinghamshire Healthcare NHS Trust, said:

“Neighbourhood health is central to our strategy and to how we improve health services for people in Wycombe. We are delighted to purchase the Queen Victoria Road site, which gives us the space and flexibility to work with our partners to bring services together, create genuine neighbourhood health hubs, and make it easier for local people to access care closer to home.

“The site offers huge potential, not just for clinical services but also for collaboration, education and innovation. We are committed to working with GPs, community partners and local people to decide how it can best be used to meet Wycombe’s needs.”

Buckinghamshire Council's Cabinet Member for Resources, Robert Carington said:

“This latest development forms part of the council’s ambitious wider regeneration programme for High Wycombe, which includes major investment in public spaces, cultural assets, education facilities and town‑centre living. Welcoming this major investment to the area reinforces High Wycombe as a place where people can live, work, access essential services and enjoy a thriving community”

The council and Buckinghamshire Healthcare NHS Trust will now progress to the next stage of the process, with further updates to be provided as plans develop.
