Buckinghamshire Council's cabinet will meet today to discuss proposals for the 1,400 inmate facility near Grendon Underwood.
Should it go ahead, the new prison would be built on land neighbouring the current HMP Springhill.
The council meeting will form the basis for their official response to the initial consultation from the Ministry of Justice about the plans.
That consultation time has already been extended after complaints the original timeframe, in the three weeks before Christmas, was too short.
