New Chief Executive for Bucks Healthcare NHS Trust

Buckinghamshire Healthcare NHS Trust is pleased to announce that Raghuv Bhasin has been appointed substantively as Chief Executive Officer, following a competitive recruitment process.

Raghuv has been serving as the Trust’s Interim Chief Executive Officer since October 2025, having previously worked as Chief Operating Officer since March 2022.


David Highton, Chair of Buckinghamshire Healthcare NHS Trust, said: “I am delighted to confirm Raghuv’s appointment as our new Chief Executive. Buckinghamshire Healthcare is a remarkable organisation with a strong sense of purpose and a deep commitment to the people and communities we serve.”

His experience across the NHS and Civil Service, coupled with his values led and inclusive approach, makes him ideally placed to lead us as we deliver our long-term strategy for 2025–2035 and continue our work to reduce health inequalities across Buckinghamshire.”


Drawing on more than a decade of leadership experience, Raghuv brings a strong track record from across the NHS and the Civil Service. Before joining Buckinghamshire Healthcare, he served as Director of Strategic Partnerships at Royal Berkshire NHS Foundation Trust, and during the COVID 19 pandemic he was seconded to NHS Test and Trace as Chief of Staff, serving on its Executive Committee. Prior to that, he was a Senior Civil Servant at the Department of Health and Social Care.


Raghuv has played a central role in shaping the Trust’s new long-term strategy, with a focus on helping people live healthier and more independent lives, strengthening prevention, and improving neighbourhood-based services. His leadership has emphasised collaboration, system working and the importance of high performing, compassionate teams—qualities highlighted by the Chair in setting the vision for the Executive leadership role.
Commenting on his substantive appointment, Raghuv said: “It is an honour to be appointed as Chief Executive of Buckinghamshire Healthcare NHS Trust. As a local resident, I see every day the vital role the Trust plays in our community, and it means a great deal to be able to play my part in helping improve health and care for the people of Buckinghamshire. We have an ambitious long-term strategy to improve the health of our population, reducing health inequalities and providing more proactive, preventative care. This is an exciting and important mission that I look forward to continuing to work closely with our dedicated and talented colleagues and partners to deliver.”


Buckinghamshire Healthcare NHS Trust is an integrated acute and community provider, caring for a population of more than half a million people across hospital, community and home-based services. As Chief Executive and Accountable Officer, Raghuv will lead the Trust’s strategic direction, oversee the quality and performance of services, and play a significant leadership role across the Buckinghamshire health and care system.


Raghuv lives in Beaconsfield with his wife and two young children.
