Police were called to an erratic motorist along the M25 onto the M40 by concerned members of public.
The car was intercepted in Aylesbury as the driver was travelling at speed and inhaling balloons.
They were then arrested as they failed a drug wipe indicating the presence of cannabis.
The car was also seized as no tax had been paid since November last year.
The driver was taken to custody where a specimen of blood was secured for a laboratory analysis.
