Council officials in Bucks have apologised after tickets were issued by mistake to every vehicle in two car parks in High Wycombe.
Some bays at Railway Place and Duke Street car parks were supposed to be closed temporarily for works, but instead a decision was taken to close both sites - without clearly installing notices.
Buckinghamshire Council says it will cancel all the parking tickets.
